Officer on UN mission being investigated for sexual abuse

Indian army officer Major RS Ghumman is being investigated by the United Nations for alleged sexual exploitation and abuse (SEA).

The officer was seen with sex workers in a hotel in Congo, where he was on an UN mission. The investigation on Major Ghumman, from the second Jammu and Kashmir rifles battalion, is being done by the conduct and discipline unit (CDU) of the UN.

Indian army chief General VK Singh, the staff duties-3 branch of the army and the force commander in Congo have been informed of the matter. The incident took place on the night of July 6 in a pub in north Kivu province, when the officer and a military observer from Tunisia, Major Hatim, had gone for a drink. They left the pub with two local women.

At Hotel La Brize, an employee at the Office of Internal Oversight Services (OIOS) saw the men arguing with the two women. The OIOS employee, Alexandria, heard the commotion and registered a case with the UN military police. A complaint was registered with the conduct and discipline unit for SEA and violation of curfew. UN rules say officers who work during daytime cannot remain out on nights.

After the complaint was made, the car log details were obtained and the vehicle was found to belong to the Tunisian officer, who revealed that Major Ghumman was with him in the hotel that night.

A source told DNA, “It’s not certain whether the officer will return to India right now. He was on the verge of completing his tenure in Congo and could have come back in a couple of weeks. He may face an inquiry in India, based on the CDU report.”

With 4,000 personnel, the Indian contingent is the largest in the UN mission in the Democratic Republic of Congo.

A source revealed that the officer is being interrogated for breaking curfew rules, staying in a hotel and promoting prostitution.

In March 2008, three Indian army officers on an UN mission in Congo were caught and detained in Pretoria, South Africa, on charges of rape.
