The rift between the Indian Institutes of Technology (IITs) and the Union government on the new common entrance test (CET) pattern seems to be widening with each passing day. In a fresh setback to human resources development (HRD) minister Kapil Sibal’s plan, IIT-Delhi too on Thursday revolted against the new CET and declared to go IIT-Kanpur way by having its own examination for entrance to undergraduate engineering courses next year.

IIT-Kanpur has already announced its decision to have its own entrance examination next year. Following their steps, the senate of-IIT Delhi on Thursday announced its decision to hold entrance examination in 2013 on the lines of the JEE 2012 pattern along with other willing IITs such as Kanpur.

They have invited other IITs also to join them in conducting the entrance examination for 2013. It is believed that IIT-Bombay and Kharagpur too may join Delhi and Kanpur, even though neither has officially conveyed its plans.

The IIT-Delhi senate rejected the decision on admissions taken during the joint meeting of the councils of the IITs, NITs and the IIITs held last month as they were “academically unsound and procedurally untenable”.

In a meeting, IIT-Delhi’s senate unanimously resolved that these decisions impinged on their autonomy.

A committee appointed by the chairman of the senate will coordinate the conduct of the examination jointly with other IITs to the extent possible. And for the year 2014 and afterwards, a committee will be set up to review the IIT-JEE examination.

With two of the top IITs going against the council’s decision, the matter seems to be headed towards court. Though Sibal told a TV channel that there was no going back on this decision, the government is watching the situation closely. It hopes that the IIT council will prevail over the senates of the premier institutions.

There is also a possibility that the dissenting IITs may be allowed to go their way and conduct their entrances. In another possibility, the government may actually let all IITs stay out of CET and conduct a single entrance test for all other central government funded engineering institutes like the NITs and the IIITs.

“The senate had no choice but to decide to do an IIT Kanpur and unanimously reject the IIT Council’s decision. In this matter, which affects the intake of students, besides other issues, the MHRD has not taken into account the effect which the Council decision will have on bright students who are poor and those in rural areas, where school education is not up to the mark,” said Somnath Bharti, president of IIT Delhi Alumni Association.
