Opposing the Centre's decision to set up National Counter-Terrorism Centre, BJP leader Arun Jaitley has said law and order is a state subject.

"Law and order is a state subject and setting up of NCTC is anti-constitutional," he told reporters here yesterday. He also alleged Congress leaders of deliberately attacking the Election Commission and violating the model code of conduct.

"Congress leaders Salman Khursheed and Beni Prasad Verma are attacking the Election Commission by violating model code of conduct in a pre-planned manner," he said, referring to their remarks on reservation for minorities.

Jaitley also accused the SP and BSP of polarising votes by raking issues of caste and not focusing on development.
