Against the backdrop of recent accidents at Metro construction sites, the Delhi government has found that the DMRC is "lax" in ensuring safety of its labourers and warned of legal action.

"We are not satisfied with the steps being taken by Delhi Metro as far as working condition of the workers is concerned," State Labour Secretary KS Wahi said here today.

Wahi, who is analysing the report submitted by Delhi Metro on safety of workers at its sites, said "Definitely we are not satisfied. Prima facie it seems they (DMRC) have been lax and compromising on safety aspects such as certain mandatory drills like ensuring medical checkups, hygiene and basic amenities".

Describing it as violation of labour norms, he said periodical unannounced inspections should be carried out at construction sites.

"We are probing further if the lapses are fatal in nature. If grave deficiencies are found, we will initiate legal action," he said, adding that the conclusion was not final.

The report is in the response of the Labour Department's missive issued in July to the Metro soon after mishaps at its sites at Zamroodpur and Punjabi Bagh where 6 people, including an engineer, were killed.

The Metro was asked to reply to 31 queries related to the health and safety of construction workers at the sites.

As per Building and Construction Workers Act, the employers are supposed to ensure checking and testing of equipments and machinery deployed at the sites, occupational health hazards and stress among workers at construction sites.

More than 100 people, including 93 labourers, have died in accidents at sites of the Delhi Metro since October 1998 when construction started, Urban Development minister S Jaipal Reddy had informed Parliament recently.

Reddy also said the Delhi Metro has no policy to provide employment to the dependents of the persons who die in accidents at its construction sites.
