Justice Sagir's Centre-state relations report ignores Jammu, Ladakh: BJP

Criticising Justice (Retd) Sagir Ahmed's report on Centre-state relations, Jammu and Kashmir BJP today said it has ignored the sentiments of people of Jammu and Ladakh.

"The report submitted by the secretary of the commission to chief minister Omar Abdullah has totally ignored the demand of Jammu-based MLAs seeking an increase in number of Assembly seats, setting up of delimitation commission and reducing term of assembly to five years to bring it at par with other assemblies of the country," president Ashok Khajuria told PTI.

Instead the report says that the Constitutional provision did not allow any change in number of assembly seats upto 2026, he said adding this recommendation directly affects the imbalance between Kashmir and Jammu in terms of representation in the assembly.

Khajuria said despite Kashmir valley having less population and area, it has 46 assembly seats, while Jammu having more population and more area has only 37 assembly seats. The report has also ignored the demand of the people of Ladakh for Union Territory status on the ground that unity and integrity of the state cannot be compromised.

Khajuria said the significant recommendation of the report was restoration of autonomy to Jammu and Kashmir to the extent possible with special reference to Kashmir accord and doing away with the Constitutional provision of appointment of Governor by the Centre and invoking Article 356 by the Central government to dismiss popular government in the state.

BJP has a firm stand that accession of J&K to India is final and there was no question of any autonomy or self-rule, he said.
 
"Justice Sagir seems to have acted more under the influence of UPA and National Conference (NC)-led coalition government in the state in preparing the report," Khajuria said adding otherwise this working group did not meet for more than two years to finalise the report.

The report has also been submitted without taking the elected representatives into confidence, Khajuria regretted. Describing the report as communal in nature, the BJP leader said that the party rejects it.
