The Jammu and Kashmir government’s homecoming offer for militants stranded in Pakistan occupied Kashmir (PoK) has apparently attracted some uninvited guests.

Youth who had gone across the line of control (LoC) for arms training since 1990 have started returning through different routes even before the government’s official “rehabilitation policy” for militants stranded in PoK takes off.

The latest entrant is a Kashmiri militant who returned after 12 years from PoK along with his wife and two children. Zahoor Ahmed, his Pakistani wife and two children were arrested at the Jammu railway station soon after they arrived there on Saturday evening.

The militant had probably fled PoK by taking a flight to Nepal and entered India. However, the police had got a tip off and took him into custody soon after he arrived in Jammu. Police sources said he is being questioned in custody.

This is the third militant in the last five months who has returned to Kashmir.

“We are making a token arrest (of these youth who return from PoK unauthorized) and later rehabilitating them. Since our rehabilitation policy has not taken off due to the stubbornness of our friends in Pakistan and PoK, these people come via Nepal which is not the transit route under the rehabilitation policy,” a top official of the J&K government.

Sources said most of the youth who voluntarily return and surrender are let out on bail so that they could lead a normal life.

Under the state’s yet-to-takeoff rehabilitation policy, the government wants to facilitate the return of ex-militants who had crossed over the PoK/Pakistan but had given up insurgent activities.

More than 700 families have applied for the return of their kin from PoK under the rehabilitation policy.
