‘Implement children's education Act now': Child Right Collective Gujarat (CRCG)

Concerned citizens and activists say the Act came into being in 1961, but Gujarat has not bothered to implement it.

In order to discuss the rules and challenges faced by all concerned in the implementation of the Right of Children to Free and Compulsory Education Act, 2009 from April 1, 2010 a daylong seminar was organised by the Child Right Collective Gujarat and Campaign Against Child Labour, at Gujarat Vidyapith, on Monday.

The seminar was divided into four sessions, chairpersons of which were educationist Rohit Shukla, former vice-chancellor of Bhavnagar University, Vidhut Joshi, and editor of Naya Marg, Indukumar Jani. The audience consisted of about 300 people that included representatives of 17 different organisations such as child rights activists, schools and NGOs.

"Gujarat state has not declared any rules and regulations with regards to the implementation of this Act in particular and there is no provision for the formation of a committee coming forward for the same. Also, the state should have prepared a time plan so that civil societies could participate and give opinions, but nothing has been discussed so far. They're only concerned about the incorporation of the 8th standard in the primary school syllabus," said Falgun Sheth of CRCG.

He added, "This Act had come into being way back in 1961. But in Gujarat it has not yet been implemented. With the notification now being sent by the central government on the implementation of the Act, we want various organisations to generate awareness of  it."

Parulben Sheth of CRCG said, "The major challenge at this point in time would be to form and educate parents to take up the onus of leading and being responsible in joining the School Management Committee (SMC). It is going to be the most important task and it is not impossible.”

“Along with appropriate resources, the children's needs need to be identified as well and looked after thoroughly," she added.
