David Coleman Headley, the LeT operative charged by the FBI for the 26/11 attacks, took boat rides in and around Mumbai harbour to identify potential landing sites for the Pakistani terrorists to enter into the city through sea route.

Headley not only made several trips to Mumbai between 2005 and 2008 taking videos and pictures of the possible targets, but also travelled to cities across the country video-graphing several potential targets, federal prosecutors said.

These details were revealed by the FBI in a 12-count charge sheet filed before a Chicago court. Headley was arrested by the FBI in October while boarding a flight from Chicago to Philadelphia.

"In March 2008, Headley and his co-conspirators discussed potential landing sites for a team of attackers who would arrive by sea in Mumbai and he was instructed to take boat trips in and around the Mumbai harbour and take surveillance video, which he did during his visit to India starting in April 2008," the charge sheeet said.

Ten Lashkar-e-Taiba terrorists, including Ajmal Kasab, landed in Mumbai on November 26 on a boat through the sea route creating mayhem in the city that left 166 people, including foreigners, dead.
