Govt mulls new policy for hotels, hospitals

Plans to introduce clear guidelines to facilitate the uniform development of all projects, curb irregularities in both sectors.

There is good news for those looking to venture into the hotel and hospitality industry or establish hospitals and medical colleges in Gujarat. The state government is planning to introduce a new policy for building construction for hospitality and hospital projects in the state soon.

“At the Vibrant Gujarat Global Investors’ Summit 2009, Rs41,349 crore investment was proposed for the tourism sector and Rs16,032 crore for healthcare. This will lead to huge investment in building infrastructure,” a highly placed source in the state government said.
At present, there are no specific general development control regulation (GDCR) rules in these fast emerging sectors, the source said.

The local authorities and state government have been receiving a number of proposals for various concessions on floor-space index, parking area, floor height etc for upcoming hospitals and five-star hotels in Gujarat. “The government has to review every project individually as there is no clear policy or guideline regarding the dos and don’ts for the construction of hospitality and hospital buildings in the state. This leads to delays,” the source said.

In view of this, the state government has decided to introduce a clear policy for these two sectors. The policy will facilitate the uniform development of all projects, curb irregularities and also speedup the procedure of clearance, the source said.

“The state government has started high-level consultation with all seven municipal corporations in Gujarat, other development authorities, the state government’s crucial agencies, private parties etc, to decide on the new GDCR for these two sectors. The new policy is likely to come out in the next few months,” the source said.

The state government is also preparing new policy guidelines for security measures in public buildings, in light of the terrorist strike in Mumbai last November. The new guidelines aim to prevent a repeat of the 26/11 attack, on public buildings anywhere in the state. The government will make changes in the GDCR and modify the building bylaws to implement the new guidelines. In addition, the state government is drafting a new slum development policy in association with a private agency.
