Govt moves 10 amendments to Lokpal bill

Union Finance Minister Pranab Mukherjee Thursday sought to clarify points raised by various members of the Parliament.

Mukherjee said that the Lokpal draft by the government was based on a day-long debate in parliament.

He said the bill was passed taking into consideration what the various sections in the Parliament had said.

"We forwarded all the points that were raised in both the houses of the Parliament to the Standing committee," he said.

He said that the government has been debating on the Lokpal bill since past six months.

He said that the government had received the mandate from the all-party meeting. "In the meeting, all these issues, including reservation for selection of Lokpal and the body of the Lokpal were suggested. nothing has come out of a magician's hat. At some point of time, the suggestiona had come, from some sections of the house, and it was our responsibility to bring these in the bill," Mukherjee said.

Pointing to Yashwant Sinha, Mukherjee said "this is not the Prime Minister's farewell speech".

"It is not that we have incorporated every suggestion, but we have incorporated suggestions given by various sections, including the civil society," he said.

He said, "Considering the suggestions of the standing committee and other sections, we have formulated the bill."

"This Lokpal Bill may not be best, but it is good... It does not mean we should give up good to achieve best. But it dicusses many issues, incorporates many suggestions," he said.

"Accepting your suggestions, as the leader of the opposition, I am moving official amendment to change requirement of three-fourth
members of Lokpal to approve inquiry against PM to two-third," he said pointing to Sushma Swaraj.

The government also agreed to exclusion of armed forces from under the purview of Lokpal.

Mukherjee said that without the state government's nod, no notification for setting up Lok Ayukta

"Government is not insensitive to the suggestions made in the Parliament. We are trying to bring changes, but it cannot be allowed to destroy the institution," Mukherjee said.

Mukherjee said the Parliament has debated the bill for hours and requested the MPs to to consider the bill as they had presented.

He urged the MPs to pass the bill with the amendments because the public of India was waiting for it.
