File affidavit on medical facilities at civil hospitals in Ahmedabad

In an important development, Justice AS Dave of the Gujarat high court has asked the state government to file an affidavit mentioning the medical facilities available in the civil hospitals in all districts of the state. The court gave this order earlier this week while hearing the plea of a prisoner awaiting trial, who could not have angiography done at the SSG hospital in Vadodara.

According to the case details, one Hassan Vora had filed a petition through his wife seeking better medical facilities for his heart ailment because the SSG Civil Hospital at Vadodara did not have the facility of angiography. The hospital is under the health department of the Gujarat government.

The counsel for Vora submitted before the court that his client should be allowed to undergo treatment at another hospital as the SSG hospital did not have the facility of angiography. When the case came up for hearing, the court learnt from the communication between the medical officer and jailor of the Vaodara jail that, as angiography was not done at the local civil hospital, Vora should undergo further treatment at UN Mehta Institute of Cardiology and Research Centre, Ahmedabad.

On learning this, the court came down heavily on the state government for not having the facility at the hospital to treat patients with such a serious ailment. Justice Dave observed that from the submissions made by petitioner's advocate and the records, it appeared that SSG Civil Hospital at Vadodara, which is run and managed by the Gujarat government, did not have the facility of angiography. This reflects on the health of the Gujarat government's Department of Health and the medical facilities available at government-managed and aided hospitals, Justice Dave said.

“In view of the above, the secretary (Department of Health) or any officer competent to file an affidavit is directed to file an affidavit about the medical facilities prevailing in the civil hospitals of the districts in the State of Gujarat within two weeks,” the court said.
The court fixed further hearing in the case on July 29 after directing the jail authority to refer Vora to the UN Mehta Institute of Cardiology and Research Centre, Ahmedabad, immediately for further medical check-up.
