The state government is drafting a surrender policy for PoK-based Kashmiri youth to be submitted to the Centre after being cleared by the state cabinet, chief minister Omar Abdullah today said.
"We are preparing the draft and after completion we will discuss this in the state cabinet. Then we will send it to Delhi. We are working on that", Jammu and Kashmir chief minister Omar Abdullah told reporters here on the sidelines of a function where he decorated 149 officers and jawans of state police for gallantry and meritorious service.
The rehabilition policy for the youth, who have crossed over to PoK and want to return, is aimed at achieving the twin objectives of rehabilitating them and blocking the means for sneaking in illegally, he said.
It is for the first time in the last 21 years that the state government has convinced the Centre of the need for such a comprehensive policy for youth who want to return and live a peaceful life, he said.
To a question about the strategy of Pakistan-sponsored militants and cross-border infiltration, Abdullah said "They have made their intentions clear in the beginning of the year; they want to keep the pot boiling (militancy)".
Addressing a public meeting in Rajouri, he reiterated that the state government will facilitate talks between Kashmiri separatists and the Centre and also between India and Pakistan to help address all issues for the amicable resolution of Kashmir issue.
"We reiterate our government's endeavour to facilitate talks between Separatists and Centre and also between India and Pakistan to help address all issues for amicable resolution", the chief minister said.
