Prime minister Manmohan Singh on Wednesday played down the threat perception from China and said the government “does not share the view that China plans to attack India”

Singh accepted that there were intrusions from China into areas that are part of Indian territory. However, he said, China differs from India’s claims on the issue. Nonetheless, Singh said, India’s borders with China remain “by and large peaceful.”

Responding to Samajwadi Party chief Mulayam Singh Yadav’s claim in Lok Sabha that China has made preparations to attack India and has even identified areas near the Sino-Indian borders for this purpose, Singh said, “Our government does not share the view that China plans to attack India.”

Singh also refuted Yadav’s claim that China has stopped the flow of Brahmaputra waters to India. He said India had assurance from the highest quarters in Beijing that there Brahmaputra waters were not being diverted.

On the border intrusions issue, the PM said, “These matters are sorted out by the area commanders of the two countries.” He said that India has all along followed a policy of engaging in dialogue and good relations with China.

He said the two sides have been engaged in dialogue through their representatives on the border issue and that there was some progress in talks in 2005 and thereafter, but in recent times not much headway has been made.

In a separate reply, in response to a question on Chinese assertiveness in South China Sea, minister of state for external affairs E Ahamed told the Lok Sabha that though there was a “divergence of opinion” on some issues with China, India has stood its ground and aired its views.

“When China sought to know about our activities in the South China Sea, we made it clear that it was only for commercial purposes. India will go wherever required for good relations. At the Durban Climate Change summit, India and China worked together,” Ahamed said.

However, he said, India and China have contentious issues as they share a 3,488km border.
