A Korean cultural centre in Delhi promised by South Korean President Lee Myung-bak in 2010 has failed to come up yet due to alleged fraud played by a property dealer.

The South Korean embassy has got a case registered against property dealer Yashwant Singh for allegedly cheating them of Rs 57 lakh by promising to rent them out a four-storeyed building in south-east Delhi's posh Greater Kailash although he had already leased it out to someone.

"We have registered a case of cheating on a complaint filed by Kim Kum Pyoung, the First Secretary in charge of Cultural Affairs at the South Korean embassy," a senior police official said.

According to Pyoung, the commitment to open a Cultural Centre was given to Prime Minister Manmohan Singh by President Myung-bak during his state visit in January 2010.

"The embassy has wasted five valuable months due to fraudulent act of Yaswant Singh and due to which it has not bee able to open the Cultural Centre in 2011 as promised by the Republic of Korea to the Indian Government," Pyoung claimed.

After receiving several proposals, the embassy decided to lease a property in Kailash Colony and Yaswant, who was holding the power of attorney for the property, allegedly promised the officials that the whole building will be available to them.

However, the complaint claimed, Yashwant told the embassy officials that one of his friend's brother Ashutosh Verma has an office on the first floor of the building and he will vacate it in two-three months.

Following this, the embassy entered into an agreement with Yashwant on the assurance that the building will be vacated and they will have access to all the four floors within three months. The embassy also paid Rs 57 lakh through a cheque.

However, Pyuong claimed that Yashwant "concealed the fact that Verma is a tenant with whom he has signed a lease deed for the first floor on January 2011 for three years." MORE PTI SJY RT 06102101 NNNN

Trouble started when the embassy tried to get a phone connection installed in December last year and Verma objected to it and even called the police.

Verma told embassy officials that Yashwant has not only signed an agreement with him for the first floor for three years but has also signed another agreement in September last year for a period of 9 years for the use of entire basement, ground Floor and second Floor.

"Yashwant had also handed over the possession of the entire basement, ground floor and second floor of the property to Verma. Verma had also filed a complaint against Singh.

"Yashwant was supposed to hand over the physical possession of the whole property to the embassy within three months of the execution of the agreement by March 31, 2012 but he has failed to honour the terms of the agreement," Pyoung claimed.

He later promised the embassy through a letter on April that he will return Rs 57 lakh by April 30 but the commitment was not met. "He has breached the commitment and has not returned Rs 57 lakh to the Embassy till date," he claimed.

"Yashwant had full knowledge of all the facts that he has signed several documents with Verma, the tenant and had taken around Rs 2 crore from Verma but these facts were intentionally and wilfully not disclosed by him to the embassy," he alleged. PTI SJY RT 06102101 NNNN
