Sharpening his attack on the UPA government over corruption and black money, BJP leader LK Advani today charged the Congress with making "scapegoats" of its allies while declining to probe the role of party ministers in various scams.

He also opposed any move to dilute the Right to Information Act and said Prime Minister Manmohan Singh's talk of a relook at the act could be due to the sharp differences between some of his senior ministers "exposed" through the law.

Making a whirlwind tour of the southern and central parts of the Congress-ruled Kerala as part of his Jan Chetna Yatra, Advani reiterated the charge that Congress was making scapegoats of the allies and not probing the role of its ministers in scams.

"There is an attempt to make coalition partners a scapegoat of corruption for which the whole government is responsible," he told reporters here.

Addressing a meeting at Kottarakkara in Kollam district on the 18th day of his yatra, he said the UPA Government had sullied the country's image and democracy by "indulging in corruption and protecting the corrupt".

On RTI, he said, "I see no reason for the talk of a critical relook at the act except for the fact that differences between Pranab Mukherjee and Chidambaram came to fore very sharply and gave the impression of a civil war going on within the government," the 83-year-old BJP leader said.

Opposing the withdrawal of the Armed Forces Special Powers Act (AFSPA) from Jammu and Kashmir, he said nothing should be done that would weaken the armed forces' position.

He, however, said there is a case for withdrawal of the Act in Manipur which could be examined.

Referring to the blackmoney issue, Advani said, "If the Rs 25 lakh crore stashed away to Swiss banks is brought back, all the six lakh villages in the country can be developed.

"If the British had looted Rs one lakh crore in 200 years of their rule, Rs 25 lakh crore had been taken away by the corrupt forces in the country in 60 years."

Advani, who arrived in the state from Tamil Nadu yesterday, addressed meetings at Pandalam, Kottayam and Cherthala.
