Bill regularising illegal buildings awaits Gujarat governor's nod

The impact fee revenues generated by regularising unauthorised constructions will be used for infrastructure development in the state, a senior government functionary said on Wednesday. He also said that the bill for regularising such constructions was awaiting the nod of the governor.

"The Gujarat Regularisation of Unauthorised Development Bill, 2011, which will pave the way for regularisation of lakhs of unauthorised constructions, has been sent to the governor for her approval," urban development minister Nitin Patel told reporters.

Patel said that the impact fee rates and rules for regularising unauthorised constructions in the state will be announced in the notification, which will be issued after the Bill gets the governor's approval. He added that the process for finalising the impact fee rates was already under way.

Asked as to how the government planned to use the impact fee revenues, Patel said that the funds will be used for infrastructure development.

"The funds will be utilised by municipal corporations and local elected bodies for infrastructure development such as building parking lots, roads, among others," he said.

The minister also said that the state government has requested the governor to approve the bill, and that they are confident of such an approval coming soon.

According to the state government, there are five lakh unauthorised constructions in Ahmedabad alone, while the number in the entire state is estimated between to be around 20 lakh and 25 lakh.

Presenting the bill in the assembly, Patel had said that it was badly needed as an estimated one crore people were affected by unauthorised constructions.

He had also said that the government would keep the interest of the common man in mind while determining impact fee rates.
