After Ahmedabad police cracked group behind the serial blasts of July 26, 2008, and arrested many local people, terror groups have stopped using local people of a city to carry out bomb blasts and other destructive activities in those cities. Out of the 64 accused involved in the serial blasts that rocked the Ahmedabad on July 26, 2008, 30 are local youths who were arrested by the Detection of Crime Branch (DCB). This seems to have forced a change in strategy of the terror groups which appear to have decided not to include local people in their plans.

A former officer of the state Intelligence Bureau said the terror groups had become alert after the DCB busted the local module of the Indian Mujahideen (IM) that had carried out the serial blasts.

“They now get youths of other cities to carry out bomb blasts in a new city, mainly to reduce the possibility of arrest,” he said.

He further said that the main aim behind the new modus operandi is to ensure that the police of the city where the blasts had occurred were not able to use their intelligence network to nab local youths. “Now the police have to try harder to crack the cases and nab the culprits,” he said. Operatives of terror groups now dissolve into society as ordinary people after carrying out bomb blasts, the former sleuth said.
