Are Indian railways prepared for medical emergencies?

An analysis by Zee Research Group shows that 88.3% of medical staffs and 86.7% of paramedical staffs were unavailable even after getting sanctioned during 2011.

Incident when a 30-year-old woman gave birth to a baby in the open at a platform in Old Delhi Railway station without receiving any medical help has reinforced the perception that Indian railways is not going to learn from its mistakes.

The railway has quite often failed to provide timely medical intervention during emergencies to travellers. This is when it is one of the most extensive and preferred transport systems in the world. 
  
An analysis by Zee Research Group shows that 88.3% of medical staffs and 86.7% of paramedical staffs were unavailable even after getting sanctioned during 2011.

Here's a chronology of medical emergency cases occurred since 2008 on railway platforms that remained unattended by railway authorities along with the discrepancies in the number of sanctioned and available number of medical and paramedical staff.

November 19, 2009 Madras Moore Market Complex (MMC) suburban railway station , Chennai A 22-year-old woman delivered a baby boy on the Madras Moore Market Complex (MMC) suburban railway station platform in the early hours with the help of an RPF Constable and a couple of conservancy workers. But the lady did not receive any medical help from railway authorities at the time of delivery.
November 28, 2009 Allahabad railway junction A 33 year old woman delivers a dead baby at Allahabad railway junction, in absence of any help from the railway authorities.
March 22, 2008 Ballarshah railway station, Chandrapur A woman passenger delivered a baby on Ballarshah railway station platform without any help from the railway authorities.

In 2011 Metro railways followed by East Coast Railway, South Western Railway and North Central Railway had the lowest number of hospitals amongst all railway zones.
