Appoint 3 GPSC members in two weeks, HC tells govt

Justice MR Shah of the Gujarat high court has ordered the state government to fill up the three vacant posts of members of Gujarat Public Service Commission (GPSC) by August 24. The court emphatically said that no extension of time will be granted for the purpose.

The court also directed the GPSC as well as the state government to see that appointments on the sanctioned posts of lecturers in government engineering colleges are completed latest by March 31 next year.

On June 26 this year, Justice Shah had directed the state government to fill up the vacant posts of GPSC members in six weeks, while hearing a petition filed by ad-hoc lecturers, who are serving in different government engineering institutions in
the state. 

However, the state government recently moved an application seeking grant of two more weeks for the purpose.

During hearing of the petition of ad-hoc lecturers, senior advocate SI Nanavati submitted that there were more than 1,800 sanctioned vacant posts of lecturers in various government engineering institutions and ad-hoc lecturers were working against these posts.

Moreover, in view of increase in the intake capacity of students in various engineering institutions in the state, many more lecturers would be required. As candidates selected by GPSC are not available, the government would be left with the only option of filling up the posts by ad-hoc lecturers, he submitted.

Nanavati pleaded that out of 2,948 post of lecturers in various government engineering institutions in the state, only 1,148 posts of lectures were filled by regular GPSC-selected candidates and 1,800 sanctioned posts were vacant. Of these 1,800 posts, approximately 1,100 posts were occupied by ad-hoc lecturers.

After hearing arguments, the court directed the GPSC as well as the state government to complete the process of appointment on sanctioned posts of lecturers in government engineering colleges latest by March 31, 2010.
