AMC withholds proposal to blacklist two BRTS contractors

Civic body’s standing panel wants to deliberate the case of contractors who failed to complete a project on time.

Will two controversial contractors working on the BRTS project once again get away with nominal penalty?

The proposal to blacklist two contractors — M/s Jivanlal Joitaram Patel and Manibhai and Brothers —was placed before the standing committee on Thursday.

However, the committee has withheld both the proposals for further deliberation. The two contractors have failed to complete the work within the stipulated time period.

It should be noted that the municipal commissioner had in a letter stated that the contractors have caused unbearable delay in the project and therefore should be blacklisted. Manibhai and Brothers was awarded a contract in February 2006 to build the six-lane bridge to link Vadaj with Dudheshwar on the BRTS route.

The contractor was supposed to complete the work by September 2007. Of the total tender work of Rs31.39 crore, only 38% of was completed within the stipulated time. The standing committee gave the contractor many extensions.

Moreover, when the contractor demanded a rate revision to adjust the price rise in material, the civic body agreed to the same as per the RBI index.

It also refused to carry on the work on the approach of the bridge on Vadaj side as per AMC's design. A proposal to blacklist the contractor was earlier placed before the committee, but the company got away and was even given additional six months to finish the work. In the case of M/s Jivanlal Joitaram Patel, the company failed to complete the 5.5 km long BRTS route from Vadaj to Prem Darwaja via Dudheshwar.

The municipal commissioner had proposed to blacklist both the parties and disqualify them from the ongoing project. He also asked that the rest of the work be completed by the two at their own cost and risk.

Last time the proposal to blacklist the two was withheld for a couple of meetings and in the end they were given extensions.
The Congress has demanded that both the contractors be blacklisted and new tenders invited for the remaining work. Asit Vora, chairman of AMC's standing committee, said they needed more time to study the issue before making any decision and so they have withheld the proposal.
