The Allahabad high court has sought replies from the Centre and UP government on a PIL filed by a local NGO in connection with the death of eight-year-old Aman because of delay in providing treatment due to security restrictions during the prime minister's visit to Kanpur.

The Lucknow bench directed the central and state governments to file their replies within four weeks on the PIL seeking a direction that a well equipped ambulance be kept ready to meet any emergency need of the common people during visit of VVIPs when the traffic restrictions are enforced.

The security of VVIPs cannot be ignored but the difficulties of common people and patients can also not be overlooked, the bench comprising chief justice Ferdino Inacio Rebello and justice Devi Prasad Singh observed in its order yesterday.

Aman's mother Usha Sharma had written a letter to Congress president Sonia Gandhi asking her to ensure that such incidents do not recur.

Sharma and her husband Tasdud Hussain alleged that they were stopped from taking their only child who sustained serious head injuries after falling from a height at their home to hospital by security personnel who had barricaded all major roads for prime minister Manmohan Singh's visit to IIT Delhi on July 3.

The PIL also referred to the case of Sumit Verma, a 32-year-old kidney patient who died after security restrictions during prime minister's visit to a Chandigarh medical institute prevented him from reaching the emergency ward on time last year.
