2G scam: Mauritius government to give crucial info on tainted companies

The CBI will file a third charge sheet based on affidavits filed by custodian of information in Mauritius by June.

Closing down the investigations on Loop and Swan telecom, the Mauritius government has agreed to provide CBI information about the shareholding patterns of the companies in the Island nation which allegedly acted as a front for routing money in the 2G spectrum scam.

Highly placed sources in the investigating agency said that the CBI has asked details of Delphi Investments Limited, Murphy Investments Ltd, Capital Global Ltd, Black Lion Ltd, Inditel Holdings, Deccan Asian Infrastructure, Aidetel Holding, Kaif Investments, Electro Investments Ltd and Palab investments for their alleged role in the 2G scam.

They had claimed that the companies named in the judicial requests made under relevant Sections of 'Mutual Assistance in Criminal and Related Matters Act 2003', were part of criminal conspiracy with Swan and Loop telecom linked with Reliance Telecom and Essar group respectively to illegally route and access the spectrum.

However, Essar maintained that Loop was not the part of its group.

Sources said that the Supreme Court of Mauritius has directed the Attorney General, which act as central authority to coordinate with other countries there, to collect information on such companies named in CBI's Letters Rogatory (LRs) for their alleged involvement in the multi-crore scam.

"The Mauritius Supreme Court permitted our request and passed an order on all the parties which are custodian of information including Registrar of Companies, fund managers and private companies," a CBI official said.

 It was also alleged that Swan Telecom, one of the accused in the spectrum allocation case, was being controlled by another group through Delphi Investments both of which are linked to Reliance Telecommunication, the official said adding that the CBI has sought details of stakeholders and beneficiaries in Delphi Investments.

The CBI is probing whether Delphi Investments to which Reliance Telecommunication had sold its 9.9% stake in Swan Telecom was a front for the conglomerate, officials said.

Terming the recent visit by a joint team of CBI and Enforcement Directorate officials to Mauritius as highly successful, the officials said specific information related to bank accounts of companies involved in the spectrum  case have been shared with the authorities in that country.

"The ED officials helped us in checking and tracing the route of illegal money laundered in the case," they said. "The LR was divided in two parts. The first dealt with probe in investments by Delphi Investments Ltd, Swan Telecom Limited and another on fundings and financial transactions related to Loop Telecom as part of conspiracy in August 2009. There is evidence that many companies acted as a face for telecom giants here to get second generation spectrum," they said.

The officials said the Mauritius government has "in whole" accepted the documents and evidences given by CBI and agreed to provide the necessary information.

The CBI will file a third charge sheet here based on the affidavits filed by custodian of information in Mauritius by June, they said.
