DMK chief Karunanidhi’s daughter Kanimozhi is a “suspect” in the second generation mobile telephony spectrum scandal, a top CBI official said on Tuesday, indicating that her name may not figure as an accused in the agency’s first charge sheet in the case expected on March 31.

However, there are chances that the Rajya Sabha MP may find her name in a supplementary charge sheet. “She is not an accused in our first charge sheet,” the official said.

Top CBI officials claim the first charge sheet reveals only 10% of what the CBI has unearthed.

The list is expected to include former telecom minister A Raja, DB Realty promoter Shahid Usman Balwa, former telecom secretary Siddharth Behura and Raja’s former personal secretary RK Chandolia.

The firms likely to be charge sheeted are Swan telecom and Unitech and DMK-run Kalaignar TV.

According to top officials Green House Promoters MD Sadiq Batcha, who died under mysterious circumstances last week, was one of the “prime suspects”. “There was, however, no plea to make him an approver,” an official said.

Green House was reportedly used by Raja as a front company. Balwa is learnt to have already admitted to CBI that he parked substantial sums of money in the firm in return for spectrum allocation to Swan Telecom at very low prices.

CBI claims Swan was allotted licences for 13 circles for Rs1,537 crore and it sold 45% of shares before roll-out to UAE-based Etislat for Rs4,200 crore. Unitech was allotted licences for 22 cricles for Rs1,658 crore. It offloaded its 60% shares to Telenor for Rs6,100 crore even before the roll-out.

The officials also said they have not found proof to believe that Raja held stakes in Loop.
