Women's abduction in Assam concerns parliamentary panel

The role of surrendered insurgents in the state is also under lens in connection with crimes

Alarmed at the high rate of abductions, with women comprising nearly 87 per cent, in Assam, a parliamentary panel has asked the Union home ministry to carry out an interstate investigation stressing the involvement of a human trafficking syndicate.

The role of surrendered insurgents in the state is also under lens in connection with crimes.

"The committee is disconcerted to note that Assam has the highest rate of violent crimes, and kidnappings and abductions, among all the states of India," it said.

As the number of those who are found or rescued remains abysmally low, the Parliamentary Standing Committee on Home Affairs in its report on the 'Security Situation in North Eastern States' has asked MHA to launch operations to trace the victims.

Of 6,128 people abducted, only 249 victims were traced in 2016. The report also says that the state has 13,413 untraced victims of kidnappings and abductions that happened before 2016.

"The Committee is of the view that this may also point towards a connection between such abductions and human trafficking," the report said.

The report continued: "The Committee, therefore, recommends that an inter-state investigation may be carried out to find out the reasons for this extremely high rate of kidnappings of women," the report said.

The House panel has asked MHA to submit a detailed status note about the action taken to trace such victims.

"The Committee apprehends that this rise may be due to poor rehabilitation and settlement of former insurgents who may be indulging in such crimes for ransom," the report said.

It expressed anguish over the increasing abductions and violent crimes despite a waning trend in insurgency.

The panel recommended the Centre and state government, should closely monitor the activities of insurgents who have surrendered during the last decade, and also those with whom the government is presently holding negotiations.

Referring to the National Crime Records Bureau data, the report shows that with a rate of 18.8 kidnappings and abductions per thousand persons in 2016, Assam had the highest rate of kidnappings and abductions across the country. The State of Assam also had the highest rate of violent crimes among all the states in 2016.

According to home ministry data, insurgency-related incidents have come down since 2012 in the conflict-hit state that is under the Armed Forces Special Powers Act. In 2017, insurgency-related incidents were the lowest since 1997.
