Winter Session to mull over 25 bills

The government and Opposition are warming up to face each other in Parliament Winter Session to be held from December 15, a day after the end of Gujarat polls. While Parliamentary Affairs Minister Ananth Kumar has called a meeting of the leaders of various parties on Thursday evening, Rajya Sabha Opposition leader Ghulam Nabi Azad has also convened a meeting of Opposition leaders to evolve a joint strategy. With 14 sittings, a heavy agenda awaits the session — there are 25 bills to be tabled for discussion. 14 bills are scheduled to be introduced, one is listed for withdrawal.

To ensure a smooth session, Lok Sabha Speaker Sumitra Mahajan has also convened a meeting of party leaders in the Lok Sabha.

The first actual working day of the Winter Session will be Monday as the Houses will adjourn on Friday as a mark of respect to the members who died since monsoon session. The working day coinciding with Gujarat and Himachal poll results is expected to be heated as the ruling BJP and the Congress-led Opposition has several issues to lock the horns.

The agenda of the session is to discuss crucial bills including the Financial Resolution and Deposit Insurance Bill, the Transgender Persons (Protection of Rights) Bill, the Surrogacy (Regulation) Bill, Good and Services Tax (Compensation to State) Amendment Bill, the Citizenship (Amendment) Bill, the Muslim Women (Protection of Rights on Marriage) Bill, to name a few.

While the Centre has been keen on passing the bill to outlaw triple talaq, the Opposition has been rallying under the Women's Reservation Bill that has not been passed for decades. The Bill provides reservation of one-third to women, and was introduced by the UPA in May 2008. Congress president-elect Rahul Gandhi on Wednesday said that the Opposition will not leave the Centre with any chance of not passing the bill.

"You (government) will have to give the women reservation. The Congress party will not leave you with any choice," Gandhi said while meeting members of the Mahila Congress.

Gandhi's mother, former Congress president Sonia Gandhi had met the Prime Minister in September, urging him to pass the bill. While Sonia said that the bill had been passed in the Rajya Sabha on March 9, 2010, when the UPA was in power, the Centre said that the Congress was aiming for the optics.

The BJP-led National Democratic Alliance (NDA) has come under attack from the Opposition for delaying the dates of the Winter Session to accommodate the Gujarat Assembly elections. Usually, the Winter Session convenes from the last week of November and ends in the third week of December. A two-day holiday for Christmas has been approved.
