Youths who are rushing to the encounter sites to hurl stones at security forces are committing suicide, said SP Vaid, Director General of Police (DGP), Jammu and Kashmir, on Thursday. Bullets do not distinguish between terrorists and civilians, he added.

"During an encounter, even security forces and police take cover, be it behind a vehicle, bullet proof vehicle or a building... My appeal to the youth is to keep away, and remain indoors. Of course, pelting stones is not desirable at all (sic), he said.

Vaid's statement comes two days after three civilians were killed and 16 others injured when security forces fired at a mob at an encounter site at Chadoora in Central Kashmir's Budgam district. More than 63 security forces personnel, including 43 CRPF men and 20 cops, were injured in stone-pelting by the mob in Chadoora on Tuesday.

"The moment the encounter starts they activate WhatsApp groups. There are 300 of them and each has number of 250 plus. Facebook accounts also get activated instigating young boys to reach the place of encounter and pelt stones so that terrorists can make good their escape. Some of these accounts have been traced. It is an attempt on part of our enemies to create problems. All these numbers are being monitored. We will take action against those who are here," said Vaid.

The DGP said these boys are being brainwashed and radicalised. "It is a challenge to all of us. Ultimately where does it lead to? Death and destruction, that is all. Nothing will change other than death and destruction. What will they achieve out of it?" he asked.

Vaid said the youth are being used by the forces inimical to country for their narrow gains. "Just think of the mother, brother, sister or father of those who died two days back. The family alone will suffer, others will forget them after 10 days," he said.

The DGP hoped that that the security forces would be able to handle the situation given their 25 years of experience. "It is challenging. But we keep evolving our strategy and I am sure with our experience of last 25 years, J&K police and security forces will be able to handle the situation like this," he said.

Vaid also said that there is an attempt to derail the electoral process in Kashmir. By-elections to the Srinagar and Anantnag parliamentary polls are scheduled on April 9 and 12 respectively.
