A test run attempt by terrorists in New Delhi has sent alarm bells ringing among security agencies about a new ISI-backed attempt where operatives entered Delhi posing as Afghan medical tourists, reported the India Today. According to the report, the attempt took place in December 2015 and was masterminded by Maulana Abdul Rehman, who is believed to have plotted the 1999 hijacking of the Indian Airlines’ IC 814 flight.

The report also says that the attempt was backed by Pakistan’s ISIS and the Haqqani network. Rehman reportedly sent across two of his men to target five locations in Delhi with chemical bombs. The report claims that the two operatives were identified as Pakistani Ahmed Khan Durrani and Afghani Abdul Qadri. They entered New Delhi on the pretext of medical tourism with Durrani posing as a patient and Qadri pretending to be his attendant.

They stayed at a Lajpat Nagar, a neighbourhood popular with Afghan medical tourists. India Today obtained their Delhi address which was verified by the Delhi Police in November. Durrani was trained to make chemical bombs. The two had procured bomb-making materials, such as gunpowder , wires,  bottles  and watches, from Old Delhi markets, but a trial went awry which forced them to abandon their plan. Their targets included Delhi’s ISKCON temple and malls. The two lost their nerve after a bomb they tried to explode in the bathroom sent a lot of smoke out of their building.

They reportedly disposed all their devices and fled to Afghanistan on the next flight. When investigators found out about the terror plan, they alerted cops in Kabul who arrested the duo and recovered explosives and secret documents from them. The report added that Indian intelligence officials were alarmed by their method of obtaining entry into the country.
