What's in store for Parliament this Winter Session

With 46 items on the agenda, and MPs demanding two off days on Christmas and New Year, time will be the essence.

As the last full-fledged session of this government, the Winter Session with 29 days and 20 sittings could fall short of the Modi government's agenda in passing three crucial ordinances — Triple Talaq, Medical Council and Companies (Amendment) ordinances.

With 46 items on the agenda, and MPs demanding two off days on Christmas and New Year, time will be the essence. If the holidays are declared, the government will be left with 18 sittings, of which the first day will be spent in obituary references.

There are four Fridays when private members Bills are taken up, leaving only 13 full sittings to seek approval of ordinances which will otherwise lapse. While the government has identified 46 items on the agenda, sources said that it is keen on bringing up Bills that address welfare issues.

Leader of the Opposition in the Rajya Sabha, Ghulam Nabi Azad has written to Vice-President Venkaiah Naidu for an equitable allocation of time to the Opposition. Naidu has forwarded the request to the Business Advisory Committee which is convening on Wednesday to deliberate on the matter.

Important Bills:

The important pending legislations during the Session are the Consumer Protection Bill 2018, Juvenile Justice (Care and Protection of Children) Amendment Bill 2018, DNA Technology (Use and Application) Regulation Bill 2018, Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill 2018 and National Medical Commission Bill 2017.

Bills likely to be introduced this session apart from the three bills replacing ordinances are The National Commission for Indian System of Medicine (NCIM) Bill 2018, the Aircraft (Amendment) Bill 2018, the Information Technology (Amendment) Bill 2018, and the Central University (Amendment)
