West Bengal: State government employees stay away from work despite official directive

A day before the bandh, the West Bengal government had warned all state government employees to report for duty, else their pay would be cut. But despite the state government’s directive, most employees stayed away from work.
 
“In view of the call given by some political parties for bandh/strike all over the state on April 30, it has been decided that all state government offices including those provided with grants-in-aid by the state government would remain open and all employees should report for duty on that day. No leave would be granted to any employee on the said date. The governor has been pleased to decide that absence of employees on that date will be treated as 'dies non' and no salary will be admissible unless such absence is covered by genuine grounds (as mentioned in finance department memorandum on March 6, 2012,” the state government notification, signed by the Principal Secretary of Finance Department said.
 
However, Nabanna – the state secretariat of the West Bengal - only recorded 20% attendance of state government employees till 2pm. Out of all the 11 state minister office housed at Nabanna, only one minister - Amit Mitra, the state finance and industries minister was spotted at the state secretariat by noon.
 
The scene at the Calcutta High Court was also similar. While the Chief Justice of the Calcutta High Court Manjulla Chellur reached the court on time, no cases were heard following the absence of most judges. Out of the total 35 judges, most stayed away. On the other hand, while state government lawyers were present at the court, lawyers affiliated to other political parties stayed away.
 
However, the scene at state-government run schools and colleges was in total contrast. Majority of the teachers were present, but no classes were held following the absence of students.
