The state Anti-Corruption Bureau (ACB) has gone a step ahead to help the victims of corruption. It has been pro-actively approaching those affected by graft, offering them help in filing complaints. ACB officers have been keeping a track of the goings-on in various governmental organisations through their sources. They are also tracking the citizens who approached corrupt officials and were victimised.

An ACB officer said, "We do not just sit in office and wait for complainants to approach us. We have been keeping a watch over government offices and officials." Once they get to know of any suspicious activity in state offices (citizens being harassed or kept waiting or asked to meet outside office) through their informants, they immediately swing into action, the officer added.

At least 40% of traps are laid after the ACB approaches the victims and receives information from them. Then, they help him/her in filing a complaint. "In a majority of cases, we have complainants approaching us. But several citizens are not aware of how and whom to approach when they are being harassed for money," the officer said.

The ACB, through its field officers, has been establishing sources across organisations who pass on information to them, helping the bureau monitor the corrupt officials.

"We can't always expect the victims to approach us. They often agree to pay the bribe as they fear that it is the only way to get the work done. Sometimes, they do not know they are being exploited. They either fear approaching the authorities or they don't know whom to go to. That's why we track suspicious officers and offer to help the victims," said a senior ACB officer.

The bureau said it has been reaching out to the masses and urging them to file complaints against corrupt officials. This has helped several to come forward with their grievances, which has resulted in laying of many traps and subsequent arrests. This year, so far, the ACB has laid 394 traps as compared to 325 last year.

Number game

394: Number of ACB traps between January 1 and April 24, 2015; 510: number of arrests in this period
325: Number of ACB traps between January 1 and April 24, 2014; 443: number of arrests in this period
