Senior Congress leader Sheila Dikshit, who served as Delhi chief minister for three terms, has touched on many raw nerves as she questioned the functioning of the erstwhile UPA government led by Manmohan Singh along with its handling of Commonwealth Games (CWG) and anti-corruption agitations launched by Anna Hazare in 2011.

In her yet-to-be-released autobiography Citizen Delhi: My Times, My Life published by Bloomsbury, 79-year-old Dikshit has termed the decision to set up Shunglu committee (which led to her indictment) to probe CWG irregularities as "abrupt".

Talking at length about the inter-party rivalry in the Congress, Dikshit recalled her second tenure as Delhi chief minister when she had offered to resign, but was persuaded not to press for it by Ahmed Patel — political secretary to Sonia Gandhi — as the then Congress president did not want her to quit.

Regarding her third and last tenure as Delhi CM, which was marred by controversies including the Commonwealth, Dikshit said most of her time had been taken up by fire-fighting operations. She said that the climate of suspicion that had been created around every move taken by her government "brought me to a point where I was reluctant to continue as chief minister."

On her relations with the then UPA government at the Centre, she said, "To tell the truth, it was not always smooth going between our government and the Centre."

On Centre's handling of Anna Hazare-Baba Ramdev movement, she said, "What was needed was decisive political management, but the Centre ended up looking at tentative measures."

On the issue of the UPA government's handling of Commonwealth Games of 2010, she said, "In part, the delays were due to lack of a clear chain of command."

About her resigning as Delhi CM and being inducted as Home Minister, Dikshit says that she was looking for something new, a larger canvas.

The book will be released at the Jaipur Literature Festival on January 27.
