33-year-old Dalit man from Varanasi, Santosh Kumar, who received funding from PMO for his kidney transplant, died on Wednesday morning waiting for the surgery.

Santosh Kumar and his elder sister Rita used to run the household with three other siblings after their parents died 6 years ago. Rita had approached PM Modi's constituency office in Varanasi to seek the financial assistance for the transplant surgery in February. Rita was supposed to be the donor for Santosh.

Santosh had been undergoing treatment at Lucknow's Sanjay Gandhi Post Graduate Institute of Medical Sciences (SGPGI) since November 2014, reports The Indian Express.

PMO deposited Rs 2.17 lakh into the bank account of SGPGI for the surgery that had estimate of Rs 4.37 lakh. But the doctors at SGPGI kept postponing the surgery citing a long list of patients already waiting for a transplant. According to Rita, SGPGI told them to continue dialysis.

Rita then reportedly approached BJP state president of UP, Laxmikant Bajpai in Varanasi, who then talked to the directors on the matter.

According to the reports, SGPGI director Professor Rakesh Kapoor subsequently suggested conducting the surgery at King George Medical University (KGMU) under the supervision of SGPGI doctors. KGMU on the other hand reportedly told SGPGI that they could only provide for an operation theatre for the surgery but Santosh Kumar would have to be shifted to SGPGI for after care under the supervision of a nephrologist.

With all the bouncing of responsibilities from one point to another and snail pace of bureaucracy, Santosh Kumar died at BHU on Wednesday morning where he was declared brought dead.
