Blasting the Congress-ruled administration for corruption, Prime Minister Narendra  Modi on Sunday said that the party had turned the 'devbhoomi' Uttarakhand to 'lootbhoomi'. "They have engaged in corruption and black money and made this devbhoomi into lootbhoomi. They were caught on camera talking about taking bribes. Their work was transfers scam, alcohol mafia."

Modi addressed a rally in Uttarakhand's Srinagar on Sunday ahead of assembly elections in the state on February 15.

He also said his demonetization policy scared the Congress, "They were shocked on November 8 when I announced the demonetization. Some still haven't come to senses after demonetization. They can say things, call me names but I don't mind I will fight and work for poor. Will face every difficulty but won't let anyone play with aspirations of poor."

"They didn't think a tea seller could come after them. But a tea-seller has come to fight these people against corruption," he said.

OROP scheme

Modi also criticised the Congress for not implementing OROP scheme. "For 40 years, the former government did not do anything about OROP. There were no proper records in place. Congress did not even note the difficulties our ex-servicemen faced! How can that be accepted for those who fought for the nation? The Congress made a mockery of the scheme. It was only after we assumed office, the scheme was implemented," he said.

"They had allotted only Rs 500 crore for OROP while we have given Rs 12,500 crore for the same. Rs 6,000 crore has reached the soldiers and the rest too will go to them." Modi added.

Surgical strike

Coming down heavily on the Congress for questioning the surgical strikes, he said, "Congress asked for proof from us regarding the surgical strikes, even before Pakistan did. They insulted the armymen."

"Times has changed. There is a new government in Centre. My country's soldiers will not go tolerate war, will fight back," PM Modi said.

Congress & SP

"The current government will become history today. On March 12, when the results from the polls come, it will be an unprecedented one," said Modi.

"Atalji created three states - Chhattisgarh, Jharkhand and Uttarakhand. Both Chhattisgarh and Jharkhand have progressed under BJP.  Why is Uttarakhand lagging behind?" he asked the crowd who started chanting 'Congress'.

"Why did Congress oppose creation of Uttarakhand as a state? Those who cannot think well of the people here, how can they govern? You have to throw them out of power in order to progress. They didn't want the formation of the state. They came to power through backdoor politics," he said.

"The party which has no love or affection for this state can't work for the good of the state," he added.

He also said that Samajwadi Party and Congress, which opposed creation of the state, are poll-partners for Uttar Pradesh elections. "Now SP and Congress are partners for UP polls. They are playing songs with you here," he said.

"We want to change Uttarakhand and instead of blaming the state like others do, we want to catch its potential. Every Indian wants to visit this state which has the Char Dham," he said. "We will prioritise travel and tourism in the state. And the Centre too will support this work," he added.

He also said the work for all-weather road for connectivity will employ many and slammed the Congress for not making it during its rule. "An all weather road for Char Dham wasn't possible in 70 years of independence for the former government. Even if you had kept a donation box for the improvement of roads in front of Char Dham, you would have gotten enough money, but the government didn't think of that."

"We want Uttarakhand to be connected with the entire country with all-weather roads. We have allotted Rs 12,000 crore for Char Dham. We can start adventure and health tourism in this state. We can also start recreational and entertainment here. All one needs a vision to do that. This will employ a lot of people," he said.

"We also want to improve the rails and the network of rails can sustain employment," he said.

LPG connections for the poor

"I will provide the LPG cylinders to the 5 crore poor people who have to use wooden 'chulha', within three years. Since the last five months 1.8 lakh people have been provided with it," said Modi.
