The Union minister said hooliganism could not be stopped during the Samajwadi Party regime as the state government is giving "protection" to the criminals.
Asked on the foreign junket by a 17-member delegation of UP legislative members, Verma said a study tour should be led by the Assembly Speaker, but since he was not there with this group, it would only be "mauj-masti" (fun and frolic).
The Union minister said he has formed the "dalit-pichra- alpsankhyak sangh" whose seminar would be held in the state capital on January 11 in preparation for a grand rally, for which he has already extended an invitation to Congress vice president Rahul Gandhi.
"The Congress is working in this area (minority development), but the pace is slow," he said, adding that similarly the party has also worked for OBCs.
On reports of Priyanka Gandhi taking active part in the coming elections and Rahul Gandhi being projected as Congress' prime ministerial candidate, Verma said Rahul will be the PM candidate whether it is announced formally or not, and he is "fully mature" for the job and Priyanka would assist him.
