A formal announcement on the details of phase II of the odd even formula will be made by the Delhi government on Thursday.
The Aam Aadmi Party government is likely to exempt two-wheelers from phase II of odd even road rationing formula, even as it plans to bring in the smaller percentage of single women drivers in its ambit. The women drivers were earlier exempted. The odd even formula, in all likelihood, will be back in April after the CBSE board exams of class X and XII, sources said.

Largely seen as a political move, if the Arvind Kejriwal government's call to exempt two-wheelers from the odd and even rule will contradict its earlier stand, where it had maintained that phase I of the rule was merely an experiment and the decision to include two-wheelers in the next round will be taken based on the results of round 1.
Even though there was no significant impact in the pollution levels after 15 days of odd even implementation, the AAP government had pegged the experiment as a success following residents'huge compliance to the rule, that also led to traffic congestion at major bottlenecks going down.
According to a IIT-Kanpur study, two wheelers account for 33 percent of all PM10 and PM 2.5 emissions by vehicles, while four-wheelers contribute to just 10 percent of the total vehicular pollution load.
A senior government official said that the public transport infrastructure is not sufficient enough to take the burden of all of Delhi's masses, hence the government is planning to exempt two-wheelers in the next round.
"Once we have an adequate public infrastructure in place by this year end, we can minimise exemptions from the scheme,"the official said.
However, transport minister Gopal Rai had recently announced that while 3,000 public buses will be will be ready to ply on Delhi's roads by November this year, 1,000 buses to be run under cluster system will be ready to ply on the city's roads from April-May, the approximate time when the phase II of the scheme is likely to be back.
On Wednesday, Rai said the decision on odd even will be taken after reviewing over 11 lakh responses received from the public through multiple sources.
The first phase was implemented from January 1-15 and Sundays were exempted from the plan.
The government invited public opinion through emails, missed calls, online forms and reached out to nine lakh people through interactive voice response system.
AAP MLAs, who organised Jan Sabhas on the same theme, have claimed that public opinion was in favour of bringing back the scheme.
