To get oil, govt needs to water refinery

With concerns of heavy usage of water during the construction phase of the Barmer refinery, the state government is mulling to use treated water and saline water apart from fresh water. This, among other key issues, was discussed in the meeting of the task force constituted for the Barmer refinery, in Jaipur on Thursday.

Notably, during the construction stage, 12 million litres per day (MLD) water will be used; 28 million gallons per day (MGD) will be used after the construction is over for the operation purposes of the refinery. For the purpose, the possibility of getting water from a common effluent water treatment plant from Balotra is being explored. The place is just 20 kms away from the site of the refinery and PHED officials are estimating the operational cost in laying the pipeline.

Moreover, saline water from Balesar aquifer and from the refinery site is also being considered for refinery’s water needs.

Apparently, making water available for the refinery is becoming a complex problem. To address the concern, public health engineering department (PHED) will hold a meeting on August 30.

“The government can explore 4-5 options to get water for the refinery. Things are being worked out,” said petroleum secretary Sudhansh Pant.

Sources said there are also possibilities of getting water from Neemla Pokhran Balotra Lift and from Ummed Sagar Dhava-Samdari projects.

“Being the desert state, availability of water is turning out to be a complex problem. We are considering all options. The government has committed to giving sufficient water for the refinery,” said a PHED official.

Meanwhile, in a positive development the formalities of land allotment are now complete, and as soon as the joint venture company between the government and the HPCL comes into existence, land will be allotted to the company.
