Ending speculation, the Indian Army has officially claimed that three of the four people killed in the Shopian encounter were "probably overground workers (OGW)" of militants.

In the First Information Report (FIR) filed in the Shopian police station under section 154 CrPC, the Army said the occupants of a car opened fire on the troops of Mobile Vehicle Check Post (MVCP) with an intent to kill them. In the exchange of fire, one militant and "probably three OGWs were killed".

"The Army was in the process of establishing an MVCP near Pahnoo School in the evening when a red Santro and Silver Swift VDZ cars approached the MVCP and tried to jump it. The troops challenged the occupants of the cars but they did not stop and opened fire on the troops with the intent to kill. In the exchange of fire, one militant and probably three OGWs were killed. One weapon was recovered (sic)", reads the "First Information Content" of the Army.

Anger had swept across Kashmir valley after six people, including two militants of Lashkar-e-Toiba, were killed in an encounter between ultras and troops on Monday evening.

The killing of "civilians" evoked a sharp reaction from Jammu and Kashmir Chief Minister Mehbooba Mufti, who took to Twitter to express her anguish.

"Deeply distressed by more deaths of civilians caught in the crossfire in Shopian. My heartfelt condolences to the deceased's families", Mehbooba tweeted.

"The CM tweeted accepting that the youth killed in Shopian by the security forces were civilians while telling us that she was 'distressed' because of this incident. What people would like to know is why no legal action has been taken by the state government against the errant culprits when it has accepted the young men were not OGWs but innocent civilians?" asked Junaid Azim Mattu, state spokesman of National Conference.
