The govt doc behind Kapil Mishra's expose

The man behind the expose of the alleged Rs 300 crore medical procurement scam that estranged AAP leader Kapil Mishra claim credit for is a doctor working in a Delhi government hospital.

Dr Avinash Kumar, currently working with Deep Chand Bandhu Hospital, put the information and documents about the alleged swindle in public domain in August last year and tipped off Mihra who chose to remain silent then.

Kumar, accessed internal communication between various officials and government agencies dealing with procurement of medicine. He uploaded the information on his website www.corruptionfile.com.in July last year giving evidence of expired medicine being supplied to hospitals.

On Thursday, the Anti Corruption Branch carried out searches in various locations in Delhi after Mishra gave a formal complaint. A copy of the complaint was also marked to the President, Prime Minister, Lieutenant Governor, Chief Minister, Deputy Chief Minister, Health Minister and Chief Secretary and emailed to all Delhi MLAs including Mishra.

Mishra, did not react to the complaint sent by Kumar to him last year when he was also holding the position of Water and Tourism Minister in Delhi government. Considered a 'blue eyed boy' of Chief Minister Arvind Kejriwal, Mishra fell apart and has made a series of graft allegations against the Delhi government. He was sacked from the Kejriwal cabinet last month and also suspended from the party.

"We took the lead from the doctor's website and followed it up," Mishra told DNA.

Dr Avinash Kumar, a doctor with Delhi government hospital also famous as whistleblower among the health officials had filed and uploaded a complaint-Patients life on risk due to Supply of Sub-standard Medicines in Hospitals in July 2016 on his website- www.corruptionfile.com.

Kumar says that Mishra's team met him before he made the expose last week making allegations against Kejriwal and Delhi Health Minister Satyendar Jain.

"I had been raising this issue for quite some time. My website is easily accessible to everyone with all the documents and RTIs," Kumar told DNA.

"Even the series of emails shared by him are lifted from my website. I am happy that at least now some action will be taken against the culprits. The authorities have finally decided to get into action," he added.

Mishra, in his letter to the Liuetenant Governor Anil Baijal on May 30, claimed to have found "life-saving drugs" dumped in three trucks in the basement of a government hospital.

Kumar had written in his complaint in 2016 informed authorities about the unclaimed medicines and cotton guazes are dumped in Guru Gobind Singh Hospital (GGSH), Raghubir Nagar Warehouse.

Working with the government for a long time, Kumar has been quite active in exposing corruption at various levels. In 2011, Kumar was the whistleblower in exposing the procurement of medicines at Aruna Asaf Ali hospital. After having a clash at Babu Jagjivan Ram hospital, Kumar has been recently transferred but has not received his salary since March.

However, the hospital authorities have dismissed the allegations. "He did not turn up for the work for which is why his salary has been stopped," said Dr Surendra Pal, medical superintendent, Babu Jagjivan Ram hospital.

In a series of allegations, Mishra alleged "Jain has himself admitted that Rs 300 crore have been allocated to procure medicines. The Delhi government boasts of having the highest budget earmarked for the health sector. In such a scenario how come there is a shortage of medicines? This is a scam."
