Tamil Nadu police on Friday arrested a 31-year old man, who impersonated as a trainer with the National Disaster Management Authority. He pushed a 19-year-old college student from the second floor of a building during a disaster management drill at a private college in Coimbatore on Thursday.

N Logeshwari, a second-year BBA student at Kovai Kalaimagal College of Arts and Science at Vellimalaipattinam near Narasipuram, died after hitting the sunshade of the first floor of the building.

The National Disaster Management Authority (NDMA) has clarified that it was not associated with the drill and the trainer, R Arumugam, was not authorised by it.

In a video clip of the incident, which went viral, Logeshwari appears reluctant to take the jump even though a net was put up to ensure a safe landing. It seems Arumugam was trying to push her, police said, adding Logeshwari finally took the jump but hit a sunshade on the first floor. She suffered serious head injuries and died while being taken to a government hospital on Thursday, they added.

Logeswari's parents blamed the college management for not properly monitoring the drill and held it responsible for the tragedy. Talking to reporters, her father Nalla Gounder, a farmer from Nathegounden Pudur, said his daughter was pushed by the trainer despite her reluctance to jump. He alleged that Arumugam did not have a proper certificate. The body of the student was handed over to the family after postmortem.

Police said that the differently-abled G Arumugam had submitted a fake letter from the NDMA to the college to train the students. "He claims to have done a certificate course with the NDMA. But had approached colleges as a trainer from NDMA who was authorised by the Central government to conduct mock drills for students. We are inquiring further," said Pa Murthy, Superintendent of Police, Coimbatore district.

Many colleges have fallen prey to Arumugam's fake claims since 2011. For the mock drill, colleges do not need to pay any fees, yet, Arumugam collected Rs 50 for issuing a certificate to the students. The Coimbatore police booked him under Section 304 of the IPC (Punishment for culpable homicide not amounting to murder). "We are inquiring further and will further book him under relevant sections for impersonation and cheating," said the SP.

Tamil Nadu Chief Minister K Palaniswami said he has directed the police and the Higher Education Department to take stringent action against those who organised the drill "without obtaining due approval". He also announced a solatium of Rs 5 lakh to the victim's family from the Chief Minister's Public Relief Fund.
