Standard operative procedure laid down for flood management in Bihar

With floods being an annual phenomenon in Bihar, the state water resources department (WRD) has drawn up a standard operative procedure (SOP) to deal with the natural calamity effectively.

WRD Minister Vijay Kumar Chaudhary said on Tuesday a SOP has been published in July this year laying down norms for responsibilities and works of officials at various levels for effective management of flood in Bihar, and It's a comprehensive policy to tackle flood in effective manner by fixing accountability of the officials of his department, he told reporters.

In addition, WRD was working on a flood management information system under which accurate forecast could be made about weather condition and discharge of water in the catchment area of Koshi and Bagmati rivers so that effective measures could be taken to contain any calamity, Chaudhary said.

The department has also launched the Koshi flood recovery project for strengthening the dams and embankments on the river, the minister said adding the construction works under Phase-I has begun with World Bank assistance of 56 million dollars, while the Phase -II works at the cost of 150 million dollar will be taken up later.

Besides, the state government was in the process of finalising maintenance of 1163 zamindari bundhs in Bihar under which a core networking of small bundhs will be prepared for irrigation of farmland, Chaudhary said.

The minister lauded his officials for extending irrigation infrastructure to 16.12 lakh hectare farmland during the year despite prevalence of drought situation in 33 out of 38 districts, he said and described the accomplishment as an all-time record.

Chaudhary said the department also dealt successfully with flood situation this year despite the spate in Gangak, Koshi and Ganga rivers and lauded the engineers for their work.
