While the BJP-led state government will hold a special three-day session of the Maharashtra legislature from May 20 to approve the state goods and services tax (GST), its ally the Shiv Sena said it would support the move only if the powers and autonomy of municipal bodies remain unhindered.

The Shiv Sena controls the BMC, which is India's richest civic body, and the neighboring Thane Municipal Corporation (TMC). In Mumbai, the onset of the GST regime will see octroi, which is collected by the BMC, being subsumed into it along with other indirect taxes. The Centre has already approved laws to enable GST to kick-in from July 1. The state governments have to approve state GST laws to enable the change-over.

On Thursday, Shiv Sena president Uddhav Thackeray, who was speaking at a party convention, said the party would have to re-consider its support in case the new system affected the autonomy of the municipal bodies.

“The Shiv Sena may have to think it over in case the municipal corporations will have to plead with the Central and state governments for funds,” he warned.

The Shiv Sena, which is part of the BJP-led dispensations in the state and the Centre, will also launch a 'Shivsamparka Abhiyaan' to reach out to farmers and press for demands like agricultural loan waivers. This will start from Marathwada on May 6 and then extend to other parts of Maharashtra.

The party's leaders will reach out to farmers and cadre in the eight districts of the drought-hit Marathwada region

“Our ministers, office-bearers of the Shiv Sena and Yuva Sena and legislators will meet farmers in Marathwada on May 6 and also assess the strength of the party organisation. They will report to Uddhavji on May 7 at Aurangabad where the situation of farmers and the demands raised by them will be assessed and vacant party positions will be filled. Other regions of the state will be taken up in subsequent phases,” said a Shiv Sena source, adding that Yuva Sena chief Aaditya Thackeray will also take part in the entire process.
