Amid reports of convergence between Zakir Musa-led Al Qaeda affiliate Ansar Gazwat-ul-Hind and other militant outfits, security forces on Monday renewed their appeal to the local militants to surrender with a promise of proper rehabilitation.

"We want to reiterate our commitment and issue an appeal to the local militants to surrender and come back. We will extend full support if they want to come to the mainstream. We will do whatever it takes to rehabilitate them. Even during the encounter, if they want to surrender, we will accept it. They are our people", said Munir Ahmad Khan, inspector general of police, Kashmir Zone.

The appeal for surrender was jointly made by the army, police and CRPF, which are operating together in the war against terror. "Doors are open for local militants to surrender. It involves lots of restraint on our part during operations but we are willing to undertake them. If local militants want to surrender, the door is open", said Brigadier Sachin Malik, Commander 2-sector Rashtriya Riffles.

The fresh appeal comes more than a month after the three wings of the security forces asked the local militants to surrender. "There has been tremendous response as far as our appeal for surrender is concerned. It is not important or mandatory for us to disclose the surrender. We have certain things up our sleeves. We have to keep in mind the security of the person who surrenders", said Khan.

The appeal for surrender comes amidst reports that Zakir Musa received a group of freshly infiltrated militants after they crossed to this side of the Line of Control from Pakistan Occupied Kashmir recently. "We are verifying the authenticity of this information", said Khan.

IGP Kashmir said that the number of militants had decreased after successful operations. "Our concern is the recruitment. There should be no further recruitment (for militancy). We target the leadership of militants and one of the reasons for that is that leaders are involved in the recruitment. We have eliminated around dozen commanders", he said.

Khan said small groups of Jaish-e-Mohommad militants were operating in the south, north and central Kashmir. "There are small groups of Jaish -- two to three, three to four militants-- active in north, south and fringes of central Kashmir. We killed the Jaish commander in Ladoora and he was seen with four to five cadres. He has been eliminated and we are looking for his cadres", he said

On braid chopping, IGP Kashmir said that they would conduct scientific investigations and take the blood samples of the victims to find out what chemical was used in the sprays to make women unconscious. "There will be no lie detection test. We will conduct scientific investigations," he said.
