Secured governance can bring boom to our inflated economy

Creation and maintenance of infrastructure, integration of growth-oriented sectors, strategies for development of rural and semi-urban regions and a transparent governing authority, are just some of the per-requisites that need to be worked on for India to embark on the path of holistic economic growth.

The focus lies on ensuring that all-round development is at par with population growth. The rate of this growth, as per the facts collated by Dr P Sekhar, chairman of CBD-Belapur based non-profit organisation, Micro Tech Global Foundation, will be rapider. As per projections, India's urban population alone, which was 340 million in 2008, will soar to 590 million by 2030.

According to Dr Sekhar, to satisfactorily provide for the increasing population without impeding growth is not an easy task. It is achievable with the right approach and system in place. This is the reason he has spent energy on the concept of 'Secured Governance'(SG). In his words, this model can be defined as, 'a concerted strategy for national progress, through viable, sustainable relationships between various sectors of economic development. It facilitates balanced growth through equitable and responsive convergence of various sectors. Sharper the risk assessment, greater its technical security measure."

While it relates to several aspects, the fundamental basis of SG is managing country's resources with transparency and accountability. It lays emphasis on balanced coordination between government bodies and private institutions.

To give India as well as foreign countries, in-depth understanding of the concept, Dr Sekhar has authored a total of 52 books on SG, outlining several parameters. The books cover almost all the states and Union Territories of India along with inclusion of policies followed by nine foreign countries. "I have kept security as the linking constant, as it is indispensable in every sector, be it health, education, highways or tourism," said Dr Sekhar.

With one book penned exclusively for the residents of Navi Mumbai, Dr Sekhar explains how establishment of 'Techno-Economic Corridors' is essential to realise aims of SG. Titled 'Secured Techno-Economic Growth of Navi Mumbai- a National Perspective', the book shoots the analysis of how SG can be implemented in the satellite city successfully. "Carefully chosen regions across cities will be developed into 'hubs' and multiple hubs connecting each other create the Techno-Economic Corridor," said Dr Sekhar. He added, "While one major sector will be the focus, subsidiary sectors will also be upgraded within the area, so as to make for greater interdependency and valuation of the infrastructure."


For instance: In an agricultural hub created in the city, apart from sector-specific facilities like food processing and cold storage, quality control labs, farmer training centres must come up. There will also be educational institutions to provide agricultural education. As agriculture plays an important role in augmenting our economic growth, establishment of Regional Rural Banks, to provide loans to farmers and agricultural labourers. Similarly, for every sectoral hub, Dr Sekhar has outlined all the allied sectors that can be developed in the vicinity. "This will facilitate creation of employment and give people several value-added services," he said.

Having outlined all the pertinent aspects like importance of sectoral development, estimated cost for security coverage of Navi Mumbai, sector-wise expected security expenditure, Dr Sekhar's concept on focused economic growth bridges gaps of development.
