The Supreme Court on Monday issued notices to the Centre, the Union HRD Ministry, Haryana and other states, asking them to respond in three weeks to a petition filed by Varun Kumar Thakur, father of the Class II student found murdered inside Ryan International School in Gurugram four days ago.

Thakur, who works as a quality manager for a private company in Delhi, has sought better safety and security guidelines for all schools across the country. Suggesting that the investigation was being scuttled, he also sought an independent probe by the CBI or an SIT. "The entire investigation stands concocted, fabricated and manipulated and even the basics of the investigation are not being adhered to," the petition read.

Thakur also sought the establishment of an independent tribunal to probe such cases in schools across the country.
