Sanjay Chaturvedi's deputation proposal pending between Health Minister and AIIMS

The DoPT had on April 29 asked the Environment Ministry to seek the NOC from the Health Ministry so that the proposal could be processed further.

The deputation proposal of Indian Forest Service officer Sanjiv Chaturvedi, whose services as officer on special duty have been sought by Delhi Chief Minister Arvind Kejriwal, is still pending between Health Ministry and AIIMS.

According Health Ministry sources, the AIIMS Director till date has not given his views to the Ministry of Environment and Forests (MoEF), the cadre controlling ministry of the officer, on the deputation proposal and the Health Ministry has now sent another reminder to the institute.

"On June 19, the Health Ministry had sought comments from AIIMS Director. However, in earlier cases, including removal of Chaturvedi from CVO post in August 2014 and transferring him to AYUSH department in August 2012, it (Health ministry) had not sought the comments of Director AIIMS. Till date, Director AIIMS has not given his views," the sources said.

On June 3, the MoEF, after giving its cadre clearance on the deputation proposal, had asked Union Health Ministry to give NOC for the same. Chaturvedi, former chief vigilance officer of AIIMS, had filed a petition before Central Administrative Tribunal (CAT) in May, 2014 saying that he had been made jobless.

The CAT had issued notices to the Health Ministry and AIIMS. The next date of hearing is listed for August 11. Kejriwal had on February 16 written to Environment Minister Prakash Javadekar for urgently releasing Chaturvedi from his duties to enable him to work as his OSD. The proposal was held back by the Ministry for two months after which it sought the opinion of DoPT on the issue.

The DoPT had on April 29 asked the Environment Ministry to seek the NOC from the Health Ministry so that the proposal could be processed further.

After more than one month, the Ministry had sought NOC of the Health Ministry. This is considered to be the last stage after which the file will be sent for approval of Appointments Committee of Cabinet headed by Prime Minister Narendra Modi.

Chaturvedi was removed from his post as CVO of AIIMS in August last year by the Health Ministry.
