SAI athlete's suicide: Sports Ministry issues guidelines, NHRC notice

The Sports Ministry has asked the Sports Authority of India (SAI) to set up a 24-hour helpline among implementing other corrective measures for well being of the trainees in the wake of suicide attempt by four girl athletes at SAI's Alappuzha centre. The corrective actions have been formulated by the Ministry after examining the report submitted by SAI DG Injeti Srinivas on the controversial incident.

The Sports Ministry has asked the Sports Authority of India (SAI) to set up a 24-hour helpline among implementing other corrective measures for well being of the trainees in the wake of suicide attempt by four girl athletes at SAI's Alappuzha centre. The corrective actions have been formulated by the Ministry after examining the report submitted by SAI DG Injeti Srinivas on the controversial incident.

As per the recommendations, SAI should empanel counselling psychologists to visit its centers once in a fortnight or once in a month, as may be required, for the purpose of group counselling as well as one-on-one counselling. All girls hostels must compulsorily have a full-time lady warden and all centers should preferably be run at least by Assistant Director (AD) level officers.

The Ministry also wants to make Yoga as a compulsory activity in all SAI centers. "Part-time Yoga instructors may be engaged for this purpose. Organisations imparting Yoga courses should be roped in to provide training on Yoga," said the Ministry in a release.

The release further added that a two-day module on sports psychology should be prepared in consultation with AIIMS and introduced in all SAI centers. The Ministry also recommended that all eligible SAI trainees should be covered under the newly introduced Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY). "Expenditure on these measures will be met from the allocated budget of SAI," the release added.

In the meanwhile, National Human Rights Commission (NHRC) has issued notices to Kerala Government and Sports Authority of India (SAI) . "The NHRC has taken cognisance of a complaint as well as various telephone calls requesting intervention of the Commission into the incident which took place on May 7," said the Commission in a statement. A team of NHRC, led by acting chairperson, will also visit Alappuzha from May 21 to 22 for an on-the-sport inquiry.

The Commission has asked the Superintendent of Police, Alappuzha to make arrangements for the team to meet the three surviving female athletes, parents or guardians of the deceased girl, meeting with the District Collector of Alappuzha, Superintendent of Police of Alappuzha and the Investigation Officer of the case. The Commission also wants to meet "any public spirited person who is interested in sharing any valuable information related to the case" and meet the trainers and senior students if they are interested in meeting the NHRC team.

"The unfortunate incident has given rise to serious allegations about violation of human rights," observed the Commission as it sought reports from the Chief Secretary, Government of Kerala, Inspector General of Police, Ernakulam Range, Superintendent of Police of Alappuzha, Secretary of Sports Authority of India, New Delhi within two weeks.

It has also sought to know the present stage of the investigation conducted by the police.
