In a bid to arrest the growing influence of Chinese ecommerce firms in the Indian ecosystem, Swadeshi Jagran Manch — the Rashtriya Swayamsevak Sangh's (RSS) economic wing — is set to demand that all product shipments from China be channelised via customs. Till then, they intend to a halt at all 'postal gift shipments' that currently make their way to India and thus manage to evade Indian laws on payment gateways. The SJM's internal research team claims that presently, around two lakh orders per day make their way to India through the postal and courier system, thereby managing to evade customs, GST and disrupting the micro, small and medium enterprises (MSME) trade market in India.

Reports also suggest that the SJM might demand that download of non-GST complaint and unregistered Chinese e-commerce apps be banned and payment gateways be shut to them. The RSS affiliate has already red-flagged the issue to the Ministry of Commerce and is now preparing to take it to the Prime Minister.

The body has claimed that China-based ecommerce sites like Shein, AliExpress and Club Factory are misusing a clause in India's Foreign Trade (Development and Regulation) Act, which exempts gifts of up to Rs 5,000 — received from abroad by persons living in India — from customs and other duties. While the exemption was mainly aimed at low-value gifts sent by NRIs to families back home, these organisations have exploited the loophole to cut on customs. To further its point, it also has claimed that China Post appears to be heavily subsidising packages and delivery cost of products shipped to India to promote its own small industry.

SYSTEM LOOPHOLE

The SJM’s internal research team claims that presently, around two lakh orders per day make their way to India through the postal and courier system.  Also claimed that China Post subsidises packages and delivery.
