Review finds PCPNDT Act toothless

Implementation of the Pre-Conception, Pre Natal Diagnostic Technique (PCPNDT) Act, which criminalises prenatal sex determination is poor in most states, according to the 10th Common Review (CRM) report of the National Health Mission (NHM). 

It cited issues such as insufficient evidence and out-of-court settlements as major reasons for poor conviction rates under the Act.

The report also noted that shortage of service providers in Andhra Pradesh, Maharashtra, Bihar and Gujarat was affecting the smooth implementation of various national health programmes. Significant shortage of health centres was reported from Bihar (41 per cent shortage in student health and counselling services and 51 per cent shortage in additional primary health centres).

Meanwhile, all states except Delhi reported utilisation of Mobile Medical Units (MMUs) for outreach services. Andhra Pradesh, Gujarat, Jharkhand, Maharashtra, Kerala and Tamil Nadu reported better utilisation of MMUs to provide healthcare services to tribal and marginalised population.

Also, Tamil Nadu, Maharashtra, Chandigarh and Gujarat were found to have relatively better mechanisms of maternal death review. Mortality rate in special newborn care units ranged from as low as 1-3 per cent in Tamil Nadu to as high as 27 per cent in Uttar Pradesh’s Gonda district.

In cases of non-communicable diseases, functional NCD clinics with necessary infrastructure, human resources, drugs and diagnostics were seen only in Tamil Nadu and Kerala.
