President Ram Nath Kovind on Monday formally appointed a Commission to examine the sub-categorisation of Other Backward Classes. Last August, Union Cabinet had approved the setting up of this commission to identify the respective castes/communities/sub-castes/synonyms in the Central list and classify them into sub-categories, and "examine the inequitable distribution of benefits reservation among castes and communities included in the Central list of OBCs.
The Commission will be headed by Justice (Retd.) G Rohini, who was first woman Chief Justice of the Delhi High Court. Other members included Dr JK Bajaj, Director Centre for Policy Studies, and three members from government, including Director of the Anthropological Survey of India, Registrar General and Census Commissioner and a Joint Secretary, Department of Social Justice and Empowerment, who will also function as Secretary of the Commission.
The commission has been mandated to submit its report within 12 weeks from the assumption of charge by the Chairman.
According to government release, the terms of reference of the Commission will examine the extent of inequitable distribution of benefits of reservation among the castes or communities included in the broad category of Other Backward Classes with reference to such classes included in the Central List; work out the mechanism, criteria, norms and parameters in a scientific approach for sub-categorisation within such Other Backward Classes; and take up the exercise of identifying the respective castes or communities or sub-castes or synonyms in the Central List of Other Backward Classes and classifying them into their respective sub-categories.
