Rashtriya Janata Dal stakes claim to form government in Bihar

The Rashtriya Janata Dal (RJD), the single largest party (SLP) in Bihar, met Governor Satya Pal Malik on Friday and staked claim to form government by virtue of being the biggest party as well as the largest block of pre-poll alliance, asking him to apply the same formula as Karnataka and invite them to prove their majority on the floor of the House.

The RJD submitted a letter of support from 111 MLAs - 80 of their own, 27 of Congress, three of CPI(ML-L) and one Hindustani Awam Morcha-Secular - to Malik and requested him to be “guided by the Bommai judgment as well as the recent principled position taken by the Governor of Karnataka”.

The Bihar Assembly has 243 seats. However, after resignation of JD(U) MLA from Jokihat, it at present has 242 members, of which the JD(U) has 70 and the BJP 53, apart from two each of LJP and RLSP and four independents.

“On paper we have the support of 111, but several JD(U) legislators, who are not happy with the CM being mum on special status as well as who feel insecure with the saffron party, are in touch with us. We will easily prove our majority on the floor of the House,” said Tejashwi Prasad Yadav, Leader of the Opposition in Bihar Legislative Assembly after meeting with the Governor.

Tejashwi said Malik has sought time to take opinion on the matter and assured that he will communicate his decision. “Our further move will be chalked out on the basis of his decision,” he said.

Earlier in the day, Governor Malik while replying to a reporter’s query on the sidelines of an event, had said that all parties could stake claim to form the government.

Tejashwi questioned why Chief Minister Nitish Kumar had not spoken a word on whether it was right or wrong that the SLP in Bihar was not called when the Mahagathbandhan government fell in Bihar in July 2017. “Why has Chacha (uncle) Nitish not replied to my query,” he said.

The RJD fell out of power and was pushed to the Opposition benches after CM Nitish dumped the Grand Alliance and formed a new government with his old-ally BJP.
